تسعى غالبية الدول النامية – إن لم يكن كلها – لجذب الاستثمار الأجنبي المباشر، باعتباره وسيلة تمويل للتنمية الاقتصادية والاجتماعية التي قد أصبحت هدفاً رئيساً، تسعى إلى تحقيقه هذه الدول، ومنها الدول الإسلامية، من أجل زيادة دخلها القومي، ومن ثم زيادة متوسط دخل الفرد، والارتقاء بمستواه المعيشي. باعتبار أن تحقيق هذه الأهداف، والغايات النبيلة يتطلب توفير موارد مالية، تفوق في الغالب ما يمكن تعبئته من مدخراتها المحلية، التي تتسم أصلاً بالضعف، بسبب ضعف متوسط دخل الفرد حيناً، وتسرب بعضها في أغراض غير اقتصادية حينا آخر, وهروبها إلى الخارج تارة، لتحرم بلدانها من الموارد المالية المتاحة، التي يمكن الاستفادة منها في تمويل الاستثمار المحلي.
