تمر العملية التخطيطة للتجمعات السكنية الجديدة من المرحلة الإستطلاعية إلى مرحلة تجميع البيانات ثم تحليلها ووضع البدائل التخطيطية وتقويمها وإختيار أنسبها موضحاً عليها مراحل التنفيذ للمكونات المختلفة للتخطيط وضع التخطيط التفصيلي والتنفيذي لمناطق العمل المختارة ، ويتم ذلك في جهاز متخصص ثم ينقل العمل بعد ذلك إلى الأجهزة التنفيذية التى تحاول نقل هذه الدراسات إلى حيز الواقع في صورة مشروعات لها مقوماتها الهندسية تنفذها شركات المقاولات أو التصريح بالبناء أو بيع الأراضي والوحدات السكنية إذا توفرت.
